The viaduct rehabilitation project is starting construction in April 2021. This is an interim repair project to extend the service life of the bridges that carry I-515 through downtown. The project is also constructing a new southbound auxiliary lane from I-15 to Eastern Ave to facilitate traffic flow in the area. More information can be found at www.i515project.com. The Downtown Access Project is a long-term project to remove the viaduct and re-build I-515 to meet the current and future demands of Las Vegas Valley.

• 7th, 8th, 10th, 14th, 15th, 16th, 19th, and 21st streets are proposed for closure at I-515 in all three design alternatives.
• 4th Street is proposed for closure at I-515 in the recessed alternative only.

15th and 21st streets

Most of these streets are not lengthy and terminate not far from 515. From an engineering perspective, closing most of these streets does not negatively impact the rest of the system or create lengthy re-routing. With that said, we want to build a project that fits the community and are seeking feedback from those who might be impacted by these proposed closures.

We understand the importance of pedestrian/bike traffic in the area. The permanent closure of these streets will cause pedestrians/bikes to re-route to a location where they can cross the interstate. NDOT has proposed two east-west pedestrian/bike paths on each side of the interstate. Also, two new pedestrian/bike crossings are proposed at 15th and 21st streets to cross the freeway. NDOT desires to receive public feedback to ensure the proposed pedestrian/bike crossings are in the best location for the community.

The project proposes to permanently close several streets when fully constructed. NDOT believes the temporary closures are the most effective way to reach those who use these streets and are most likely to be affected by the proposed closures. The partial closure will be in place from March 8-28 and the full closure will be in place from March 29-April 12. NDOT wants the community to know about the proposed closures, so they can voice their opinion to NDOT and concerns can be addressed during the planning and design phase. We want the community surrounding the I-515 Downtown Access Project to be a fully informed and active part of the project.

NDOT is working closely with the City of Las Vegas to ensure the community is clearly aware of what NDOT is proposing to do.

• Yes, from March 8 – April 12, the community is encouraged to take a survey online at www.ndotdap.com or by calling the project hotline at (702) 938-5440. Se habla Español.
• NDOT is seeking public input during the environmental process (through late 2022).
• The first opportunity for the public to provide feedback was during the virtual public meeting, held August 24 to September 22, 2020.
• Two additional opportunities for public input will occur before the end of the environmental process in late 2022.

The Downtown Access Project will expand freeway capacity from eight lanes to 12 lanes. Between Las Vegas Boulevard and Bruce Street the freeway is proposed to move to the north. This will require the permanent closure of some east/west streets north of the freeway. Visit our Resources page for more details.

• The environmental phase of the project is funded.
• Final design, right-of-way (property) acquisition, and construction are not yet funded.

• The Federal Highway Administration (FHWA)’s National Environmental Policy Act (NEPA) process allows transportation officials to make project decisions that balance engineering and transportation needs with social, economic, and natural environmental factors. During the process, a wide range of partners including the public, businesses, interest groups, and agencies at all levels of government, provide input into the project and environmental decisions.
• As part of the environmental process, NDOT will evaluate potential alternatives, perform environmental studies, and receive public and stakeholder input. The preferred alternative will be determined at the end of the environmental process.

Yes, some ROW (property) acquisitions will be required. How much and where is based upon each individual alternative and on the final design of the selected alternative. Acquisitions will not be pursued until the environmental studies have been completed and the selected alternative is identified and approved by FHWA, which is scheduled for late 2022 or early 2023.
